This paper examines the recent literature on the political economy of the formation of international environmental agreements. The survey includes theoretical modeling approaches and empirical studies, including experimental work. Our investigation focuses on the impact of the political process on the different phases of unification and stability. We distinguish between the rules established in the preliminary negotiations, which govern negotiations, ratification and implementation. Strategic delegation and lobbying are directly relevant during the negotiation and ratification phases. Implementation, the choice of political instruments at the national level, is also influenced by lobbying and indirectly influences the negotiations. We find that the fundamental theoretical framework for the analysis of international environmental agreements has largely nothing to do with empirical approaches. In addition, we find that models of the political process of forming agreements, such as sequential game models.
